"Police Scotland said the arrested man had been charged in connection
with road traffic offences." The usual lack of depth reporting then.

Once somebody has been charged the media can't associate a named
charged person with a description of the events before the events
described are given as evidence in court or else they can find
themselves in contempt of court.
