I will.

Even if we can afford to start it I don't believe that we will afford to
finish it.

Now that we are at the beginning of a massive recession we no longer
need HS2 and it is an unaffordable luxury.

A recession is actually the best time to indulge in major capital
projects. It injects money into the economy and helps stimulate a
recovery and at the end you have something to show for it, unlike
quantative easing.

He didn't say, but some of it seems to have been by adjusting the
phase 2 route.
The only potential adjustment I know of is slewing the line west of East
Midlands airport to avoid a tunnel underneath, with the consequence that
the East Midlands station would be in the middle of nowhere.
